Responsibilities
  • Initiates specific instructions and procedures for fire fighting and emergency situations
  • Provides input in procedures/guidelines elaboration with regard to the assigned activity, whenever required (especially related to offshore activity but not only)
  • Supervises the procedure for first aid and evacuation of personnel in case of accidents or emergency situations
  • Represents the technical authority with duties in the field of protection against fire as per lawand civil protection inspector as per law
  • Ensures compliance with the specific resilience standards, as per the national and international legislation, stipulations and direction
  • Ensures compliance with the specific Group internal resilience standards and directives
  • Accounts for ensuring the training of and dissemination of all the resilience information at the level of Onshore and Offshore Platform Safety Officers
  • Keeps the Onshore & Offshore Platform Safety Officers trained, updated and audited as per the all the legal stipulations and internal Group directives (related to fire fighting, natural disasters, act of terrorism and sabotage, social and political environment, environmental conditions or impact, fire defense and civil protection)
  • Verifies and ensures compliance with legislation on fire fighting and emergency situations;
  • Supervises the compliance degree of production sectors personnel in respect of internal work instructions and takes corrective measures when deviations are observed;
  • Schedules, organizes together with the sectors managers and performs training exercises and drills;
  • Performs trainings in the fire fighting and emergency situations field
  • Prepares internal and external periodical reports on resilience emergency aspects and crisis management planning & implementation in company's facilities, as per the requirements of the specific legislation
  • Coordinates activities related to data input and training in respect to CARE reporting tool
  • Issues reports on non-conformities in the CARE systems
  • Prepares specific reports from CARE system
  • Prepares the bi-annual report with regard to fire fighting activities analysis;
  • Inputs data and responsible for preparing quarterly reports in the Fire Protection Management System;
  • Prepares all necessary reports requested by fire fighting & emergency situations authorities.
  • As per the field performed audits findings, prepares the required reports, follows up the implementation of proposed actions for remediation/improvement
  • Initiates exercise scenarios and drills and, as per their results, proposes actions to improve response capacity in emergency situations
  • Advises management with regard to fire fighting and emergency situations aspects and legislation
  • Reports asap to the line-manager any resilience incident / accident at production sectors level
  • Coordinates and maintains the system of analysis and reporting of incidents / accidents, according to the internal Group guidelines&procedures and in accordance with the relevant legislation

Requirements
  • Technical university studies
  • Professional experience and certifications:
  • Oil industry experience: minimum 3 years
  • Certified as Fire fighting responsible as per national legal requirements
  • Certified as Civil Protection inspector
  • Knowledge of Romanian and International HSSE legislation, guidelines, standards, and practices applicable to the Oil and Gas Industry for both onshore and offshore businesses
  • Knowledge of the Seveso and OSD systems represent an advantage
