Department Overview

The Human Resources function is comprised of a best in class team of HR professionals including HR Strategists/Advisors, Recruiters, Learning & Development, Total Reward, HRIS and other functional specialists. The team has representation around the globe, supporting a total workforce of more than 14,000, and is committed to the importance of employee and candidate experience.

This role sits within our EMEA Talent Acquisition team, led by our EMEA TA Director. The TA function globally comprises of recruiters, sourcers and co-ordinators, along with branding and operations experts. The EMEA TA team hires in excess of 600 people annually, across our 17 EMEA offices, driving best practice within our hiring community and championing the candidate experience.

Position Summary

This is a new opportunity for someone to take responsibility for delivering our recruitment plans into our Bucharest office. You will work with stakeholders and managers, HR Business Partners and other TA team members to deliver an efficient and high quality recruitment experience. In addition, you will attract, source and select candidates for positions, ensuring the delivery of a high quality experience for candidates and presenting the IHS Markit brand in an engaging and appealing manner.

Duties & accountabilities
  • Manage a portfolio of requisitions and ensure the delivery of a positive recruitment experience for hiring managers and candidates
  • Develop and maintain strong working relationships with internal and external stakeholders
  • Proactively source candidates through various channels (Social Media, referrals, advertising etc.) with a strong emphasis on direct sourcing strategies and low dependency on recruitment agencies
  • Review, screen, shortlist and interview candidates for appropriateness of skills, experience and knowledge in relation to position requirements
  • Coordinate scheduling and logistics of all interviews arrangements
  • Coordinate offer negotiations with successful applicants
  • Present company and position in a professional manner
  • Handle administrative duties required to fill positions to include updating applicant tracking system, spreadsheets and completing paperwork as needed

Business competencies

Education And Experience
  • Experience in managing the full recruitment lifecycle (briefings with hiring managers, sourcing, screening, interviewing, offer management and onboarding)
  • Experience of working with hiring managers, HR and other stakeholders in the recruitment experience
  • Demonstrated ability to recruit for technology positions on a national basis; experience in recruiting for other functions and countries would be advantageous
Commercial awareness
  • Broad knowledge and experience of the technology, information services or professional services sectors is desirable
